About D. Reece Owens 

Reece focuses his practice in the areas of utility and regulatory law, administrative law, corporate and business law, and mergers and acquisitions.  Reece regularly represents electric, natural gas, water, and sewer companies with general legal needs and rate proceedings, financing, and compliance before the Arkansas Public Service Commission. Reece also assists businesses in compliance issues and applications with governmental authorities, purchases and sales of businesses, commercial contract preparation and review, and the general legal needs of business operation in Arkansas.  Reece is a creative problem solver and prides himself on finding innovative solutions to issues facing businesses in a constantly evolving landscape that outpaces implementation of laws and regulations.  Before entering private practice, Reece served as an Assistant Attorney General in the Public Protection Department of the Arkansas Attorney General’s Office, where he worked in public advocacy for Arkansas utility consumers and pursued violations of the Arkansas Deceptive Trade Practices Act.
